branch.conf whoami/email settings are not propagated through pipeline

Bug Description
If I do "bzr whoami --branch 'Name <email>'" in a pipe/branch and then do "bzr add-pipe" the "whoami" information in the first pipe is not copied to the new pipe.

Pipes are branches. You don't get that behaviour when adding a pipe because you don't get it when creating a branch.
However, you can get a similar effect by doing "bzr config email='Name <email>' --scope=locations"
