HTTP locations can't be mirrored

Bug Description

There's no way to get an idea of the shape of the remote tree because HTTP doesn't have the facilities to provide 'list_dir'.

This could be fixed either by borrowing the hacks from bzrtools, or by using a file that specifies where to locate the branches.

To clarify, the file would be in a public location, probably specifying
relative locations under the path to the file (so if the transport is
HTTP, we can just attempt to get a filename there).
