build.py should support a more fine-grained clean

Yes, it completely cleans the build output directory so that everything
is compiled from scratch.
Recompiling pyqt and sip is a pain, I agree, even on my MacBook Pro.
It would be nice to restrict clean to specific plugins or packages. It
should be pretty easy.
