Support re-ordering of loom threads

Bug Description

Looms rock for udd. However, it's not always clear in which order the threads should appear. Let's say you have a thread for the upstream source, another for submission to Ubuntu, a third for submission to Debian, and a fourth for submission to PPA. It's not entirely clear what the dependency order should be. Maybe it should be a graph rather than linear. Because graph relationships have all sorts of uncertainty (how to model, implement, present in the ui), perhaps in the meantime you can support something like thread reordering.

For example, let's say I have these threads:

PPA
Ubuntu
Debian
trunk

and I suddenly realize that PPAs should be just above trunk. It would be nice if I could do something like:

% bzr move-thread PPA trunk --above

or

% bzr move-thread PPA Debian --below
