Cannot switch threads with an out-of-date tree. Please run bzr update

Bug Description

If I have bzr-loom installed, it seems to refuse to let me switch if my working tree isn't up-to-date. However, we know the last-modified info for the current working tree, I don't see why it cannot switch. (We know where we are now, we know where we want to be, I don't really see why the wt.last_revision() != wt.branch.last_revision() matters.)
