Cannot upgrade loomified branch format 6 to branch format 7

Bug Description

I just branched from a branch6 format branch, loomified it, then tried to upgrade it to the 1.9 format.

I got told by Bazaar:
    bzr: ERROR: Cannot convert to format <class 'bzrlib.branch.BzrBranchFormat7'>. No converter

I could, however, loomify a branch7 format branch.

I'm going to downgrade this to wishlist; there is a workaround - loomify something fresh and pull into that.
