export-loom creates branch6 branches in 1.6 format repository

Bug Description

When I run export-loom inside my no-trees repository, 1.6 format repository, it creates branch6 format branches. This has caused me a good deal of inconvenience when pushing to Launchpad.

There isn't any data linking the fact that your repo is 1.6 to wanting a
stackable branch in the export. I'd say that the loom format should be
enough to determine that though.

Robert, I do not fully understand what you are saying (not being native English, I s'pose).

So do yout think this can and should be fixed or don't yout think so?

I really was surprised by this bug, too, and it wasted some of my time. I do not think that this behaviour is obviuos to the user at all.
