unable to create a new bottom thread

Bug Description

Sort of the inverse of bug #194274

As I was getting started, I actually wanted to inject an "upstream" thread at the bottom because I forgot to do that in the beginning.

The problem is that "create-thread" always creates a thread above where you are at, and I can't rename the thread to have it properly named.

I think create thread could usefully take an option to control where to create a thread; e.g. '--before NAME' and '--after NAME', if either are supplied, then the current thread would not be changed to the new thread, and the new threads tip would be the tip of the named before/after thread.
