Bug Description
Configure keywords plugin appropriately, can checkout and get a substituted keyword.
Then remove the file containing the keyword via the filesystem. Bzr now reports the file as missing.
Perform a revert on the file. File re-appears, but the substitution reports an error. E.g.:
# $Committer: (evaluation error) $
Alternatively just change the contents of the file then revert, rather than removing it. The key factor is the revert operation.

I have the same problem with the Date keyword.
