Bug Description
Noting my suspicion without any evidence at the moment, need to take the time later to prove this.
It seems that when I commit in a checkout of a watched branch, no changes get noticed.
If I then unbind, commit, and push, the changes _are_ noticed. Observing changes not getting noticed on different
branches, checkout vs non-checkout seems to be the meaningful difference.

Not entirely correct. I've just confirmed it happening on a push to a bzr+ssh:// location though, hope that narrows it down.
