git: should expose symbolic refs as branch references

At the moment bzr-git lets dulwich resolve symbolic references for it.
It would be nice if these symrefs wre instead exposed using the Bazaar
API so they can be changed.

bzr-git 0.5.1 does this. Bazaar's UI doesn't really expose it yet though.
