Bug Description

I am trying to import Git repository created Subversion repository into a Bazaar repository. IOW, my conversion path is SVN -> GIT -> BZR. I running "bzr fast-import ../log4cplus.fi --user-map=../authors-transform.txt" on the attached log4cplus.fi. There is a branch named "1.1" but this branch is never created by the bzr fast-import command.
