`bzr selftest fastimport` not working

Bug Description
I followed the installation in the README.txt, ie creating a plugins directory and symlinking the fastimport directory in there.
When then trying to run `bzr selftest fastimport`, I first had to install `$ sudo apt install python-
After that I got a
```
$ bzr selftest fastimport
bzr: ERROR: No module named fastimport
You may need to install this Python library separately.
```
On the other hand, the plugin works fine already.
$ bzr help fastimport
FastImport Plugin
...
