Bug Description
Hats are unable to modify the toolbars. Any entries in the hat's toolbars.xml file appear to be ignored for rendering.
Playing around, it appears that the hats are so lazily loaded, but the toolbar builder never gets refreshed with the new hat settings. I was able to get the toolbars to display IF I loaded all hats on startup (hacked up accessories.py to load them on construction... very slow of course!), which then allows the hat's toolbar builder to get displayed

As a quick note, the toolbar is correctly loaded if clothing is used rather than a hat, as clothing is loaded on start-up. The down-side is however that this makes the customizations appear for all projects.
