After initialize a remote bzr://IP it will change to C:/IP

it wil change the location to a default "C:/" path...

I can reproduce this problem. As a workaround, after creating the branch do 'File/Open Location...' and put in the correct URL.

If I initialise bzr+http://localhost/bazaar/test when explorer was started from B:\ the branch is correctly created, but when I hit OK I get a dialogue "Unable to open location" saying "'B:/bzr+http/localhost/bazaar/test' is not a branch, checkout or repository".

If you then say yes to trying to open it anyway, you get an error dialogue with:
