Trailing spaces after <bookmark> elements corrupt the config file.

Bug Description

After I modify the bookmarks.xml file with an editor, sometimes the Bookmarks tab on the Welcome screen turns gray. The cause of this seems to be related to trailing spaces left in the config file. It happens inconsistently, sometimes with 3 trailing spaces but not with 2, sometimes with no trailing spaces at all but with a blank line with some spaces, etc. This seems to be an issue with the XML parsing. Please investigate.

Something really wrong here. I get the same after manual editing of my bookmarks. My file is attached.

What's really weird here is the fact that when I open explorer again with the same bookmarks file -- then all working OK. So it seems like explorer is doing something wrong in runtime when we edit the file.

Workaround: close + reopen explorer.
