Peeking in ui/explorer.ui it looks like the difference between the two sets of buttons is whether or not the define an <iconset>. Start and Explore have no iconset, although their icons must come from somewhere. Just a hint on tracking down the bug...

It's not bug. I'd say it's intended.

Start and Explore have default action attached to button, but Work and Collaborate only expand
themself as menu.

Although I found their visual difference is not very nice on Windows too.
See my screenshot.

Now that you have told me, I see the intended difference. The visual style doesn't make it clear to me that the difference is that there is a "Start" action. The only similar thing I can think of is in Thunderbird, where the "Get Mail" button in the toolbar has sub-options for getting mail from each account. For reference, on the Mac that looks like the attached screenshot.

The difference is certainly intended. "Start" and "Explore" have one option that starts out as being the most commonly used - Branch and Log respectively - so they are the default action by clicking on the toolbar icon. In comparison, "Collaborate" and "Work" go straight to the menu.

Having said that, several people have now raised this as an issue so my "great" design clearly isn't obvious and therefore isn't great. Maybe the better option is to always make them popup the menu. I've asked on the windows and mac mailing lists for feedback on that idea so see if anyone objects.
