Installation fails on Windows [bzr 1.16, bzre 0.3/0.4]

Bug Description
My bzr installation is on Win32 using the .exe 'standalone' installer, v1.16.
I've tried installing Explorer via its own .exe installer [0.3], and by branching from lp [0.4dev]
In both cases launching the plugin [ c:\>bzr explorer ] results in -
"C:\Added Program Files\Bazaar\
bzr: ERROR: No module named profile
You may need to install this Python library separately."
Please advise. I this something I need to do [reminder: this is a 'binary' installation of bzr on Windows], or is it a deficiency in the packaging process?
