send menu should only be enabled in project context menu

Bug Description
When you click on a file or other artefact besides the project the menu contains a send menu item. When you click on this item it responds with an error "The selected action cannot be executed Reason: Send is not enabled in this context".
This menu item seems like a project level menu item and should probably only be visible on the project context menu.
The first time I clicked on this item it was confusing and it also clutters the menu.
