Plugin not finding correct xmloutput plugin

Bug Description

OS X: 10.11 (El Capitan)
Eclipse: Mars (4.5)
Bazaar: 2.6.0
bzr-eclipse: 1.4.2

When I open the Eclipse Preferences for Bazaar, there is a red error message at the top: "xmloutput >= 0.9.2 plugin not found".

I found a related issue, https://answers.launchpad.net/bzr-eclipse/+question/243416, which pointed out that bzr-eclipse should be looking first in its own plugins directory for the correct xmloutput plugin.

When I look at my ~/.bzr.log, however, I don't see the bzr-eclipse path in the list of those being checked:

The bzr-eclipse plugin was installed via the "Install New Software..." dialog, pointing to the http://bzreclipse.org/update-site/ URL.

The behavior I see, then, is that any Team action I choose ends with a dialog "The selection action cannot be executed.... <blah> is not enabled in this context."

I do not have access to a Mac currently, but I have just tried to reproduce it on a Linux machine and it seems to work fine. I installed Eclipse Mars1 and bzr-eclipse from Eclipse Marketplace.
