Support for remote CVSROOT (':pserver:', ':ext:')

Bug Description

I'd like to import/mirror a CVS repository, hosted on Sourceforge.net.

bzr-cvsps-import tells me:
  bzr: ERROR: cvsps-import can only operate on a local copy of the cvs repository. :pserver: and :ext: protocols are not supported (yet)

Please add support for remote repositories.

I have two workaround suggestions:
 * ask Launchpad to do the import
 * or, I think sourceforge makes a tarball of the repository available
for download

This would not import branches - and the last time I've used this, it
failed for monthes; therefore I've switched to using tailor.

This would not be very efficient for mirroring the repository, since the
tarball would need to get generated/downloaded for each new commit (or
periodically).

The currently used process (with tailor) works fine so far, but it can
handle also only HEAD.
