Support working-directories with --dput

Bug Description
The --dput command is useful because I can cron the whole thing and it's all self-contained in one line. However each time bzr needs to go fetch the entire repository, which is inefficient.
There should be a way for bzr-builder when I'm using --dput to keep working directories around so it just updates that instead of refetching the entire thing.

What's the command line that you use? This is intended to be supported, but
I may have messed up somewhere.
