Support working-directories with --dput

Bug Description

The --dput command is useful because I can cron the whole thing and it's all self-contained in one line. However each time bzr needs to go fetch the entire repository, which is inefficient.

There should be a way for bzr-builder when I'm using --dput to keep working directories around so it just updates that instead of refetching the entire thing.
