bzr-builder command not found on Ubuntu 16.04 after install

Bug Description

On a newly installed Ubuntu 16.04, running 'sudo apt-get update; sudo apt-get install bzr-builder' works fine. But when I try to run 'bzr-builder', I get 'bzr-builder: command not found'.

Just for future reference, it's "bzr build" as the command. You should see "builder" in the output of `bzr plugins` as well as help output from `bzr help builder`
