Support passing last uploaded version when creating source package

Bug Description

dpkg-buildpackage supports an option, -v, that one can pass the last version that's in the archive, which will influence what goes into changes.

Since builddeb knows the last version I uploaded (based on usage of mark uploaded) it would be great if I could configure bzr bd to use this information when doing source package builds.

Perhaps --package-merge is what you're looking for?
