Way to export a tarball from the pristine-tar data

Bug Description

The upstream tarball data facilities are generally useful, this should be available outside bzr-builddeb, or at least not depend on packaging data being present. For instance, I'd like to export tarballs as part of the upstream release process.

I don't feel this bug is good in the current state: it's not a specific
chunk of work to be done.

bug 486533 deals with getting the delta in to bzr, and this one mentions
getting it out. Is there more to be done than that?

If not then this bug should be "add a command or something to extract
a tarball". If there is then more bugs should be filed.

Meta: I don't think thats a good way to assess bugs. Bugs are not
'specific chunks of work'. Its fine to say 'hey, I want to figure out
what work needs to be done', but a bug isn't 'bad' or 'wrong' in the
absence of figuring that out.

Well, I'd like to be able to import a tarball without needing debian
metadata in the tree. I'd also like to be able to export tarballs, yes.

Ideally "bzr export" would just do the right thing if pristine-tar data is present. Perhaps bzr can provide a hook for this?
