Bug Description

DistributionBranch.extract_upstream_tree assumes that bzrdir.sprout(...) will create a workingtree. It won't if the shared repositories is configured --no-trees.

This bit me because I wanted a --no-trees repository so that I could easily branch branches from many series, but only create workingtrees when I needed one.
