byobu-config should use "env" for shebang

Bug Description

With Python only in "/usr/local/bin", byobu-config fails to start because of the hardcoded /usr/bin/python shebang line.

Re-opening: as stated in bug 988471, it should probably use "env" by default for the source "installation", but replace it with a fixed path to python during installation (for distributions), defaulting to /usr/bin/python.
