byobu-config doesn't work in local install without help

Bug Description
I downloaded byobu 2.129
Did
./configure --prefix=
make
make install
~/.local/bin is in my $PATH.
Now start byobu.
Hit F1
Go to 'Toggle status notifications'
And it crashes with a complaint about a bad configuration.
The workaround I've come up with is to set BYOBU_CONFIG_DIR. I put
export BYOBU_CONFIG_
into ~/.byoburc, and now things are working.
