byobu help screen doesn't work

Bug Description
Bionic Beaver (18.04 LTS) (GNU/Linux 4.15.0-33-generic x86_64 )
$ byobu --version
byobu version 5.125
tmux 2.6
The help screen doesn't display in byobu.
Pressing F1 and selecting "Help - Quick Start Guide" does nothing.
Pressing shift-F1 causes the screen to flicker momentarily, but doesn't display any help text.
