locale charmap = locale -m on OpenBSD

Bug Description

Hi,
I'm trying to use byobu v5.119 on OpenBSD 6.1 and there a difference between the command «locale». In the «bin/byobu» launching script we can found «locale charmap» in line 49 who return «UTF-8» for exemple. In OpenBSD it doesn't work. we need to use «locale -m» to have the same exit.

Hmm, locale -m seems to list all available charmaps.

On Mac, "locale charmap" seems to work.
