PRINTSCREEN window (Shift-F7) loads vim when EDITOR env variable is set to emacs

Bug Description

When I use the printscreen facility (Shift-F7), the PRINTSCREEN window loads vim, when my EDITOR env variable is set to emacs. Assuming there is not other place where this is set, I would have thought the contents of the EDITOR variable should be used.

I'm using the byobu package released with Ubuntu 15.10 (version 5.97) and tmux.
