Ctrl-left/right arrow (move L/R one word) does not work in byobu+tmux

Bug #1270551 reported by Phil Pemberton on 2014-01-19

Bug Description

When running bash outside of byobu/tmux, I can use Ctrl-left arrow and Ctrl-right arrow to move left and right by one word. It also works fine under the screen backend.

If I try to do this with the tmux backend, bash ignores or does not receive the ctrl modifier and instead moves left or right by one character.

Disabling Byobu's key bindings (Ctrl F12) has no effect -- ctrl-left / ctrl-right still only moves L/R by one character.

Using Byobu 5.73 / Tmux 1.8, this bug is occuring again.
