Please sync suds 0.4.1-4 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Build using dh_python2.
This change (usage of dh_python2) has been made in Debian(0.4.1-3):
  * Moving from deprecated python-support to dh_python2.
