Steps to reproduce:
Remove Plugin Indicator from the panel.
done.
it restarts only for the networking indicator, not the mailing or the sound.
this has been happening since 11.10
WORKAROUND:
add a new plugin indicator element to the panel, it replaces the broken one and all the indicators are back where they belong.

Thanks for your bug report.
I think what you're experiencing isn't related to xfce4-indicator -plugin: when you remove it from the panel, there's no "indicator renderer" running anymore, and programs that support both indicator and systray (= "notification area") can detect that, and show an icon in the systray. manager- applet does that, but indicator-messages and indicator-sound are "pure" indicators and don't fallback to the systray, so they disappear, until you add back xfce4-indicator -plugin to the panel...
