3)Launched libreoffice writer

Expected menus to appear properly

4)The Telugu language menu for Libreoffice is corrupted with some of the shortcut keys (in English) and some of the names in Telugu also missing. (screenshot enclosed)
Gnome applications, Firefox are appearing properly .
Note:Problem noticed in both Gnome classic and ubuntu UIs

I have reinstalled Libreoffice and found the issue. The screen shot is same as the one attached at comment #1 to this bug. I have logged apport information as requested.

When I tried Live DVD of 12.04, the Libreoffice worked fine with locale not changed to Telugu, but its settings changed to Telugu. Will try a fresh install and update.

This release of Ubuntu is no longer receiving maintenance updates. If this is still an issue on a maintained version of Ubuntu please let us know.
