Windows don't respect edge-resistance if maximized in one dimension

Bug Description
1. Go to "System Settings", "Keyboard", "Shortcuts", "Windows". Make sure you have a shortcut set to "Maximize window vertically" (or horizontally).
2. Open a new window.
3. Drag it around, and notice that it respects edges with some resistance.
4. Press the shortcut to vertically maximize it.
5. Drag it around (left-right), and notice that there is no longer any edge-resistence effect.
