[windows][3.0.0] u1sdtool --quit starts syncdaemon if it is not running

Bug Description
STR:
1. Open process explorer, note that ubuntuone-
2. Run u1sdtool.exe --quit, notice that while u1sdtool says that SD is still running, the later has shut down after a short while.
3. Run u1sdtool.exe --quit again (since you are sure SD is still running)
Expected results:
u1sdtool says it SD stopped and SD is indeed not running
Actual results:
SD was stopped, u1sdtool --quit _starts it_ but u1sdtool says that syncdaemon had been stopped.
