Bug Description
As per bug 996686, sometimes the process-
1) Click Buy
2) (for pay apps) enter payment details and confirm
3) Embedded USC browser page just sits with a ticker waiting for the subscription to be processed
4) User gets frustrated, thinks something has gone wrong (which it has) and re-tries the by starting again and clicking 'Buy'
ER: SCA should recognise the in-precess purchase and redirect to it.
AR: SCA allows a new purchase as the previous one isn't complete.
