if only one workspace defined, spread of windows from same app stops working

Bug Description

TO REPRODUCE:

1) In ccsm>General Options > Desktop Size, set Horizontal and Vertical virtual sizes to 1; set number of desktops to 1.
2) restart
3) login
4) Left-click on firefox icon in unity launcher (window 1 opens, one white triangle appears next to icon)
5) center-click on firefox icon in unity launcher (window 2 opens, two white triangles appear next to icon)
6) Left-click on firefox in unity launcher (either window 1 or 2 gets focus, no spread)

EXPECTED BEHAVIOUR:
At step [6], a spread of the two firefox windows would be expected.

WORKAROUND:
Define more than one workspace, restart.

DISAMBIGUATION:
I understand that, by design, if the two firefox windows are in different workspaces, then there should NOT be any spread (Bug #689733). However, in this situations, there is only ONE workspace. They are therefore necessarily in the same workspace, and spread should occur.

I can confirm the same bug. With only one workspace Spread does not work. Added one vertical workspace through ccms and spread starts working. However, this is just a temporary workarouund since I do not want to have more than one workspace all the time.

I have the same problem after update my Ubuntu 12.04. In my case, when I creating a new user account with type standard , everything is ok, but with type administrator, I still can't switch between windows of the same application.
