a11y_indicator_menu missing icon in High Contrast mode

Bug Description
Ubiquity greeter mode turn on High Contrast mode via a11y_indicator_
casper-a11y-enable script set up icon-theme to "HighContrast".
However HighContrast doesn't have "accessibility-
inherit Humanity theme. Therefore unvisible a11y_indicator_menu in High Contrast mode.
Procedure:
1. Bootup from Ubuntu Desktop CD
2. Do nothing in gfxboot (to boot ubiquity with greeter option)
3. Displayed daialog to ask "Try Ubuntu" or "Install"
4. Displayed a11y indicator(blue circle) in top-right
5. Select "High Contrast" in a11y indicator
6. Exec casper-a11y-enable and turn on High Contrast mode
Expected result:
- Stay visible a11y indicator icon
Actually result:
- Unvisible a11y indicator icon, but can select by cursor key
