Unity loses keyboard layout settings after reboot

Bug Description

I prefer to use Ctrl+Shift keys for swithching off keyboard layouts. But if I reboot my system, Unity always loses this setting and drop it down to Alt + Shift. Could it be fixed in any way?

Behavior which was written above can be reproduced with autologin (without password) scenario of authorizing in the system. If you use traditional authorizing via login and password, Ctrl + Shift switcher will work.

I commented out settings in /etc/default/keyboard

#XKBVARIANT=","
#XKBOPTIONS="grp:alt_shift_toggle,grp_led:scroll"

And input new settings, which are described below:

XKBVARIANT=""
XKBOPTIONS=""

After that my system demonstrated correct behaviour in any scenario of authorizing.
