I've observed this on kubuntu 12.04 beta. But the window was with some arabian text(the only readable phrase was 'flasplayer-plugin-installer') and "Ok" button.

So maybe the bug is happens when upgrading flash-player.

So if you manually update, does the prolem go away?:

sudo apt-get update
sudo apt-get dist-upgrade

Dave, no, dist-upgrade didn't fix the problem.

Furthermore, the notification appears again when I'm reinstalling flash-plugin-installer via Muon.
But not when "sudo apt-get install --reinstall flashplugin-installer".

I have the same problem on a fresh Kubuntu install. I selected to install Kubuntu with the third party software while installing but without internet connection. Afterwards I first did apt-get upgrade and then dist-upgrade. After some reboots I get the following window (see attachment). I just use the German language locale and never used any arab locales, but it seems to be some arab language files are loaded in the error message..
