HUD should not appear when I press Alt + arrow keys

Bug Description

I frequently use Alt + Arrow keys to navigate forward and backward in Firefox. It seems that unlike most keys, the arrow keys don't suppress the HUD when used with Alt. So if I quickly press and release Alt + an arrow key together, the HUD comes up when it should not do so.

To reproduce:

Quickly hold down Alt, press and release the up arrow, and then release Alt. The HUD will come up, when it should not because a key chord was used.

It seems that most keys on the keyboard do not trigger the bug. No matter how quickly I press Alt+W, I can't get the HUD to come up.
