Disable network / Enable network makes system hang up for a while

Bug Description

This is like many others, a very old bug and it is still unsolved, although it is very easy to reproduce it. I am a young linux user, but I could see it in Natty, Oneiric and now I tested it in Precise, both with the standard kernel and the latest RC.

How to reproduce it:
1. Click the Network icon on top bar
2. Go to Disable network and press it
See the system hangs up for half a minute or more. Nothing moves, not even the mouse pointer.

Exactly the same when you Enable Network from that place.

I tried to report the bug by running "ubuntu-bug linux" or "ubuntu-bug network-manager" and apport seems to run forever. I only get "Collecting problem information" window without any other visible effect. I had to forcely close it.

I ran
apport-collect 994920
and it looks the same. Should I run it with sudo?

After one hour+ of waiting for "Collecting problem information" I stopped it. Is there some manual way of uploading log files as apport seems to be broken?

Don't mind the problem with collecting problem information; I got it because of the latest RC kernel I was running at that time. That kernel seems to be buggy, mounting USB + apport are not working properly.

This issue appears to be an upstream bug, since you tested the latest upstream kernel. Would it be possible for you to open an upstream bug report at bugzilla.kernel.org [1]? That will allow the upstream Developers to examine the issue, and may provide a quicker resolution to the bug.

If you are comfortable with opening a bug upstream, It would be great if you can report back the upstream bug number in this bug report. That will allow us to link this bug to the upstream report.

Can I do something to help developers track/work around this bug? I see it is "Incomplete", but I uploded all I could think about in bugzilla (https://bugzilla.kernel.org/show_bug.cgi?id=43264).

@Christopher M. Penalver - There might be other bugs also in this situation but I cannot confirm they exist or not in the reported scenario I do not comply with any longer. This is why I have not closed this one, too. Thanks!
