Launcher tooltip says "Waiting to install" when the application is already installed.

Bug Description

After installing IDLE (using Python-3.2) from the software center, the icon appears in my launcher, but when I mouse over it, it says "Waiting to install"

Release: Ubuntu 12.04 LTS

>> Clicking the icon also fails to launch the app.

So, after rebooting, the mouse over displayed the proper name, but the launcher icon was a question mark, so I replaced it with the application from /usr/share/applications. Still unsure why it happened though.

This bug report isn't exactly a duplicate of 966189 although it's similar.
 bug #966189 refers to the problem where "waiting to install" appears during the installation
this bug is that "waiting to install" appears even after the installation has completed and even if the program has been opened.

Adding to Aaron's exposition, clicking the app icon with the erroneous "waiting to install" status fails to launch said app.
This happened once with gparted on a fresh Ubuntu 12.04 install.

Checking if reboot solves the problem...
