Sometimes it's impossible to move (popup?) windows

Bug Description
Subject pretty much says it all. I noticed it twice now since upgrading to precise, and in one case it was a new window opened via JavaScript by Chrome.
In the other case, it was a window from a (closed source, sorry!) application that I've been writing. It's a fairly complex piece of code, but maybe I can strip it down and reproduce it. If you can give me an idea what to look for, that might help.
But my guess is that it's to do with a specific hint to the window manager, or the specific code to open the window.

There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates. It would help us a lot if you could test it on a currently supported Ubuntu version. When you test it and it is still an issue, kindly upload the updated logs by running apport-collect 994513 and any other logs that are relevant for this particular issue.
