Install/uninstall progress dialogues violate HIG

Bug Description

Binary package hint: synaptic

The GNOME HIG states [1] that progress windows should have the same window title as their primary text. In synaptic (and other programs that use synaptic's dialogues, such as update-manager), the dialogues that appear when installing or removing software have different titles to their primary text. Both dialogues' titles are "Applying Changes", but the primary text is "Removing software" or "Installing Software" respectively.

The link is dead. I tried to find the cited sentence in Gnome HIG 2.32.0, but I haven't found it on http://library.gnome.org/devel/hig-book/2.32/windows-progress.html.en. I have checked older versions too, and the sentence stating that progress windows should have the same title as their primary text was still present in HIG 2.28.1, but removed later in 2.30.1. that is GNOME HIG 2.2.1, see the second bullet on the What's new site at http://library.gnome.org/devel/hig-book/stable/whatsnew.html.en.

Should this bug become then Invalid? Can anyone think of a better status for this?
