[Dell Vostro 1014] Wi-Fi hotkey does not trigger bluetooth soft lock release

Bug Description

While testing 12.04 LTS on the Vostro 1014 (201010-6648), I noticed that when pressing the wireless hotkey (Fn+F11) did not turn bluetooth back on, though it does turn it off.

After doing some investigation, it appears that the key turns on both the hard and soft block for bluetooth, but on the next press, only turns off the hard block, leaving the soft block in place. Bluetooth can be resumed by selecting Turn Bluetooth On from the applet menu.

Here's the output from rfkill after hitting the wi-fi key 3 times, which should have turned both Bluetooth and WiFi off and then back on. This has worked fine on other Dell systems tested with 12.04.

Jeff Lane, as per http://www.dell.com/support/drivers/us/en/19/Product/vostro-1014 an update is available for your BIOS (A07). If you update to this following https://help.ubuntu.com/community/BiosUpdate , does it change anything? If it doesn't, could you please both specify what happened, and just provide the output of the following terminal command:
sudo dmidecode -s bios-version && sudo dmidecode -s bios-release-date
