Needed to set executable bit:
cmd: chmod +x /usr/share/samba/setoption.pl

And restart postint script.
cmd: /var/lib/dpkg/info/samba4.postinst

after that:
cmd: dpkg-reconfigure samba4
/usr/sbin/dpkg-reconfigure: samba4 is broken or not fully installed
