Bug Description

Please move latex2html to main. python-pyopenssl upstream builds its docs with latex2html via Python's mkhowto. The Debian version of python-pyopenssl changes this to build the docs with tex4ht, but this is currently broken in Quantal, so I've disabled the patch and reverted to upstream's use of latex2html, which builds fine. latex2html's build and runtime dependencies are in main.

With this change, tex4ht can be demoted to universe, as none of it's other dependents are in main.

I'm frankly a bit shocked to discover that latext2html isn't already in main. I'm not a member of the MIR team currently (maybe I should re-join?), but I have zero issues with this promotion.

* There is no CVE history and nothing I can see to recommend a full audit.
* The package builds fine with only main packages.
* It has a testsuite and it is enabled in the build
* Ubuntu does not carry a delta
* It has a watch file
* The update history has been slow and focused around packaging fixes over the last couple years
* The most recent official version is packaged and in Ubuntu (though there apparently is an unofficial version with some bug fixes)
* The package is lintian clean for source (1 override) and binaries
* debian/rules is fine
* There is one important bug which is to move to the new non-official version of the package

ACK. Please feel free to adjust the build depends for python-pyopenssl as mentioned.
